die Schieflage
imbalance, tilt; (fig.) difficulty/difficulties; state of being askew

Dagegen sehen die Gruenen eine "Schieflage zu Ungunsten der Freiheitsrechte".
On the other hand, the Greens see it as an "imbalance that harms civil rights and liberties."
