die Schieflage
   imbalance, tilt; (fig.) difficulty/difficulties; state of being askew

Aber wenn der Staat in Schieflage ist, wenn die Not groß ist, dann verweigert keiner, weder arm noch reich, seinen Beitrag zu leisten.
But when the state is in difficulty, when the need is great, then no one, neither rich nor poor, refuses to do his part.
Sogar der Arbeitgeberflügel der CDU bemängelt eine soziale Schieflage.
Even the employer wing of the CDU is complaining about a social imbalance.
Dagegen sehen die Gruenen eine "Schieflage zu Ungunsten der Freiheitsrechte".
On the other hand, the Greens see it as an "imbalance that harms civil rights and liberties."
