salami tactics, salami-slice strategy, piecemeal strategy (of delay), step-by-step strategy; delaying tactics/strategy*
*Salamitaktik can have positive or negative connotations, depending on the context. The term originated in Hungary in 1947 to describe how the communist party was gradually taking over the country by degrees.
